Under founding president Dr. Carl Opgaard, it adopted an open-door policy, emphasizing equal access, community involvement, and a blend of academic and vocational programs. Key early challenges included overcrowding, funding debates, and site selection; a permanent 92-acre campus on Fifth Street (former military land) was secured in 1973 and opened in 1976 after construction delays and budget cuts.
In 1971, Malaspina merged administratively with the Nanaimo Vocational Training School (established 1936), creating a comprehensive model integrating trades like automotive mechanics and logging with humanities and sciences. Regional campuses followed: Duncan (Cowichan) and Powell River by 1990, serving mid- and north-Island communities.
The institution evolved in 1988 to Malaspina University-College under provincial legislation, enabling baccalaureate degrees initially through partnerships. By 1995, it gained authority to grant its own degrees and diplomas, expanding offerings to include interdisciplinary bachelor’s in liberal studies, business, education, health sciences, and a pioneering B.A. in First Nations Studies—developed in partnership with Indigenous communities, incorporating cultural values, languages, and holistic well-being.
Enrollment grew rapidly from 638 in 1969 to nearly 2,000 by 1974, with diverse programs attracting local and Indigenous students.
